  PARTICIPATION OF PAPU IN DOHA CONGRESS  
     
  AFRICA GETS ITS THIRD DIRECTOR GENERAL AT THE UNIVERSAL POSTAL UNION  
 
 
 
Ambassador Bishar Hussein of Kenya is the new UPU Director General, having been elected in the just concluded 25th UPU Congress in Doha, Qatar. He beat his sole opponent, Dr. Serrana Bassini Casco of Uruguay to clinch the coveted post and become the second African to be at the helm of the Union since its inception in 1874. 
The first and second Africans to become UPU Director General came from Egypt.
“Under my watch, the International Bureau shall implement the decisions of this Congress,” he declared.

  SECRETARY GENERAL VOICES AFRICA’S CONCERNS DURING CONGRESS  
 
 
 
PAPU Secretary General, Mr. Younouss Djibrine has underscored the challenges facing the postal sector in Africa and called for quick action and appropriate intervention by the UPU and other stakeholders to improve access to efficient and accessible postal services by citizens.

  FREEDOM OF TRANSIT (Appeal in plenary session)      
 
   
 

One of the key milestones in PAPU’s participation in the just concluded Doha UPU Congress, was harmonization of positions by member countries and their supporters and/or lobbying for support or opposition to various draft resolutions/decisions.
One such resolution was contained in Congress Doc  46 where an appeal against a German proposal infringing on Freedom of Transit of the UPU constitution was overwhelmingly voted for after lobbying by PAPU members. One hundred and sixteen voted “Yes”, 16 voted against and 15 abstained.  (Read more...)
